Let me repeat, a Hybrid Elite Cavalry unit is inherently less effective than dedicated versions of Heavy or Skirmish Cav. At that point, either the enemy is on the verge of retreating and a flank charge will send them on their way regardless of how strong said charge actually is or you've failed to cause sufficient damage for that to work. The melee stats of those skirmish cavalry often aren't great, but you only ever charge home at the end of a fight when all the ammo has been exhausted. I feel that saying "Hobgoblin Khanate will have elite skirmish cavalry" isn't very far-fetched, and using what CA has done before for steppe factions as a basis is pretty tame. What is certain however, is that any Hobgoblin Khanate unit list will definitely have some elite skirmish cav in one form of another, be it through the use of AP or some other gimmick, or maybe a weird hybrid. The shock cav part was mainly a comparison to what CA has done for units of Steppe factions in their other games, where you have Cataphracts with Bows and such.
